Its actually just because the TV Channel needed a replacement for Bleach, so why not a Naruto Spin-offs that makes no sense and disrepects all personalities of each character and replace them with stereotypes.
One Piece is still #1 in Japan, followed by Naruto...
I think #3 is Fairy Tail by now, not sure.
