People take that out of context.
All it means is that if the game sees two players or more gang up on a single player and keep at it that they'll be penalized. You'll be fine if you attack everyone equally.

But what if that person is winning? Obviously everyone is gonna gang up on them.

I'm sure there'll be some extra conditions in place that the code will have to check before jumping to a ban.

No, it goes via reporting.

You can also get banned for reporting too much, according to the manual.

So Sakurai came out and explained why Smash 3DS isn't compatible with the CPP: it uses up too much of the 3DS' CPU. Yeah, apparently a few extra buttons uses up as much as 5% of the 3DS' CPU load.

He also said that they took out character transformations because the 3DS couldn't handle it. So basically it's magic that they got this game running on the 3DS.

Yeah so confirmed that the 3DS version held back development. Not that I dislike the transformations being different characters, I kinda prefer it. But the 3DS version definitely limited the Wii U one. RIP in peace Ice Climbers
