Well it doesn't matter how many posts you have, since John wants to have people vote for mod I don't see where this concept comes in.
with the amount of posts to be a mod anyone can try and spam to be a mod, but if everyone does the election system, they could submit why they want to be a mod and how to change the site for the better and stuff, and it all gets put to vote.
