Because more people have PSP.
Because even with sales increase sales are still low.
Because its cheaper to produce than on a Vita / PS3.
Because this was probably in production before the increase.
Because the majority of Japanese Gamers play on Handhelds and not Consoles.

Only the original few PS3s are region free. PS3 Slims and later Fat models aren't.

wat. All PS3's are region-free.
I think you're mixing it up with backwards compatibility there. ^^

The 360 itself is region locked, but the people making a game can decide to make the game region free. The PS3 is region free, but the people making the game can decide to region lock it. There are several region free 360 games. There is exactly one region locked PS3 game, Persona 4 Arena. PS3 is region locked for DVDs, and PS2 games if you have a PS3 that can play them.

Anyway, there aren't many Japanese-only 360 games. Almost all of them are visual novels/dating sims and those are almost all ports of PC games.

I might be. I know all PS3 games are region free but I could have swore there were a few PS3s that region locked PS2 games.

Or maybe I'm just confusing myself.

Not really. Earlier PS3s were able to play Japanese PS2 games.

Well, early fat PS3 could play PS2 Games
Later Fat PS3 Models as well as the Slim and Super Slim could not.
But yes, PS2 games were also region-locked on the PS3.

Well I'm glad I never bought an old PS3. I wanted to import Fate/Unlimited Codes at some point and was told I could play it on an older PS3.

It got a PSP release here, yeah, but only on PSN and the license expired so Capcom can't sell it anymore.
