So while looking for resources for RPGMaker I stumbled across this program called Comipo Manga Maker, which, as the title suggests, is a manga tool.
The trial only does one page and 4 characters, one type of page and limited resources. While if you buy the whole version, you get to make your own characters and have access to free DLC that adds backgrounds and such, and a lot more. You can't export the images with the trial version, though, which is a bummer. but I was able to put this together.
