I agree S3&K has the best soundtrack, and maybe Sonic Adventure 2 and Unleashed.

Sonic unleashed soundtrack is so fucking good I swear everything from the soundtrack to the graphics in this game feels straight outta high budget Pixar movie
It is so hard to choose because they are all so good. There are songs from the GameGear games that actually sound good too. If I had to choose a game though... as much as I love the old school classics, I would have to go with Sonic Generations since it remixed the best of them.
