But there had to be civilians working there. Especially on the second one. They had to have called in civilians to help rebuild. Those folks died too. They might not have even wanted to work for the Empire, but what choice did they have? For that matter, what if there was some kind of draft for Stormtroopers? The clone factory was shut down along with the droid factories, right? They would have needed more troops. If there was a draft, a lot of those Stormtroopers might have been as against the Empire as the Rebels. They all died too.
