I actually use a site called pixlr.com, an online image editor when I want to touch up a picture from my laptop. My laptop doesn't have a lot of memory so I can't install too many things or else it'll get really slow. P:

It's a great site though, don't have to download anything or have an account to use it, even.

There's another program I use...paint tool sai.
It's technically not free, but it's really easy to get a crack to.
