I do like that painting style.  I was trying a few new things that differ from when I was painting Iris (which I found the file by the way, so I can finish her :3)

Depends on the kind of shading.
Cel-Shading shouldn't take too long using the pen tool.

I honestly don't use PS for coloring.  When you have too much on the picture it gets laggy and impossible to work with.
Sai is what I use for drawing with effects done in PS
