Free programs to use for making a flash game

I'm thinking about making a Sonic flash game, involving Sonic and Eggman's final battle and all characters from the main, handheld, storybook, and Riders Sonic games, and I need some flash making software for it. Coding, sprite animation, voice acting/support, even cutscenes/video animation.
