Bumping could be considered spamming if you don't add anything to the topic. Asking for help with something or just saying thanks and adding karma to the person who posted it shouldn't be considered spam, and I'm not liking how some mods here yell at people and give them -1 karma for bumping topics when they're just asking for help or saying thanks. If someone bumps a topic just to say "cool" or whatever, then it should be considered spam.
