If the companies based in Tokyo move out of Tokyo AND pull their merchandise from stores in Tokyo, the dip in the economy should be enough to get it repealed. That would take a lot of effort, though, so who knows if it'll happen. I think just the threat of doing that could get them to repeal it. Actually moving out of Tokyo probably won't happen, but they might pull their stuff from stores. A lot of companies are already boycotting the Tokyo Anime Fair.
