Japanese society. Another name for this could be The Anti-Otaku Act, since that's who it's targeting. They hope that by removing anime they can remove otaku from their population.

I love how the president/gov never really think about kids/otakus a lot. They only think about schools, etc. It's like taking away the fun. I thought this was a fun and free country. What is this, workworkworkscrewthekidsandanimeforthepeople'senjoyments?

That was directed worldwide, but the "free country" part was for us doing almost anything, while following a set of rules. It was for U.S then I decided to aim it for worldwide...cause it's been happening lately I guess.
