1st question: Yes, there is a place where you can post REAL COMPLETE NONSENSE (to a point).
It's called the "Spam/Off-Topic" section. The posts there don't count toward your posts, though.

Bumping could be considered spamming if you don't add anything to the topic. Asking for help with something or just saying thanks and adding karma to the person who posted it shouldn't be considered spam, and I'm not liking how some mods here yell at people and give them -1 karma for bumping topics when they're just asking for help or saying thanks. until now i didnt know what EXACTLY spam meant.i've had some experience being spammed because ive played world of warcraft before and usually in that game every once in awhile theres this level 1 character with a random name thats just made so people will hear about a site where you can buy gold. >:(its very annoying
