I went to get an application form for the class on Friday, and they were all gone.
I bet the freshman totally cornered the poor office workers, trying to get the first ones filled out.  >.>

Well to be honest I am 19 now as my birthday was in February. :D

It's a fact of life, when you make an age limit that can't be easily enforced, it gets broken, just because it's there. If there wasn't an age restriction on driving, less minors would be doing it illegally.
