What people deserve to be mod?

with the amount of posts to be a mod anyone can try and spam to be a mod, but if everyone does the election system, they could submit why they want to be a mod and how to change the site for the better and stuff, and it all gets put to vote.

He's trying not to discrimiante agianst anyone who doesn't have the post requirement, for God's sake...now you can post to become a mod, donate, or get elected. The concept actually fits in perfect!
