I dont like Steam, nor Digital Copies in general.
I like to have a physical collection.

I pretty much get Steam Sales on games via Gamefly.

I get $20 off a game that just came out last month, for example.

Well you don't have a PS3, so I'm dissapoint...

Arcade Edition has Evil Ryu, Oni, Yang and Yun.

The title screen with have a big fucking "ARCADE EDITION", and the announcer will scream it to the heavens, so clearly you don't have arcade edition.

There are plenty of fighting games with tutorials, you just choose to keep buying the ones that assume you're familiar with their engine, y'know, cause you got Super Street Fighter 4, not Street Fighter 4...

I only know of VF5FS having a proper tutorial...
and DoA Dimensions.

SF4 had a proper tutorial?

Hakudamashi

No it didn't, I have no idea what I was thinking when I typed that part
The only Street Fighter that had any resemblence of a "Tutorial" was Street Fighter 3RD Online Edition

The Street Fighter franchise is kind of a "hardcore" fighting game franchise...

There still should be a damn tutorial.
VF5FS - Shows you the entire moveset and you do each one once and done.
There, thats already enough.

You just described Challenge Mode, which SSF4 has.
That's not a tutorial.
