Well first on the background, I used the gradient tool using the colors purple and pink i think and then I went to the *adjustments* tab and went on Curves.. and then clicked all over the grid and made those effects.
Then I got Super sonic pics and pasted them off. then I saved and closed paint.net

and finally i went to Cs3 for the font *if you want to use epic font like that there is a style "tab" that you can use for diff styles and you can also download some other cool ones from the internet.

and that is how i make epic sigs

Can I put the same epic font like that on Paint.NET or I need Photoshop?

No you can't but i don't think its really a font, its just a style to decorate it, but you should get Cs3 anyway
