Another Recolor.

Sorry to rain on the parade here, but...
Technically, no.
They took the time to make the art themselves instead of just taking a sprite or a PNG and recoloring it.  It may look like a gray Sonic or a Red Sonic, but (in my opinion, at least) they are in the right for drawing it themselves, and hand-drawn things, even if they look like Sonic (it's kinda hard not to, if the character is a male hedgehog), aren't considered recolors to me.

Okay um.. this might be stupid but what is the difference between  a fan character and a recolor.. .-.

Recolors are..."fan characters"
But the difference between a good one and a recolored fan character:

Recolor:  No difference whatsoever.  Just a change in body color.  That's it, and nothing more.  Also, the history and back stories of recolors are old and cliché.  They always contain these elements:  Fast as/faster than Sonic, being able to use Chaos Control, usually some kind of ultimate/invincible character, or a main character is head over heels in love with them/vice versa.

Good fanchar:  Yes, some of these do look like Sonic or other characters BUUUT...they have noticeable differences.  Not to say that there aren't good hedgehog characters, but the species is a bit overdone (like I'm one to talk?  I have three hedgies, lol), so alot of people will give you points on that.  But, hedgehog or not, good fancharacters have different features about them, and most of all:  an interesting history/bio.

Haha, good ol' Paint Shop Pro.  I remember using that all the time until I discovered the other 15 art programs I use.  xD  PSP 8 was always my favorite.  O:
