As for my answer, I'd say Amy, because she doesn't use sex appeal to get her way. She actually tries to fight.

In the comics, she's more mature than you know.
She's more dangerous than rouge in my opinion especially when she's mad like
at the time she got angry at Fiona for rejecting Sonic as her Girlfriend and Amy
really got guts swinging that hammer.
