He is...in fact...he's the first one. He runs the normal gym now (the one with the museum and the book puzzle) and gives you the basic badge.

Back on topic, Homika was revealed to be the gym leader you'll fight after Cheren. She is the first poison-type gym leader in a LONG time, and she gives out a Toxic Badge when you defeat her.
